Can someone help me with this cpu what am I doing wrong

I’m trying to install clean amd cpu cooler but when I screw the bottom first then the top the top won’t push down and won’t screw in

Dont screw one screw all the way inn at the beginning, only until it bites then try the other screws and then do two turns per screw until all are screwed in.  Recommended to work in a star pattern,  top left, bottom right, bottom left, top right repeat.

A little bit of force might be required for the screws to bite.

I’m still confused like do I need to put pressure in backplate

No, the screws have springs so you just need to push them down until the screw bites.  You need to use a bit of force.

But if you screw one screw too far down it will lift the opposite side of of the heatsink further up.

There is less travel from the bottom of the screw to the backplate than the spring is so I dont actually see the issue here.

Just need to use some force.

Nah, screw clockwise iirc. I use non-stock coolers so it might different

does the bottom part spin when you try to screw it out?
