Absolutely Not. Hyper 212 is for a 75W cpus and under. 100W if really want to push it. 12700k double that, 150w and can easily push 200w+.

Are you trying to stay under a certain budget?

Toms says Thermalright FC140 is the bestestest for that CPU.

I know it can take Intel wattage with 7nm AMD.

I would lean towards that and PS120, not to be confused with PA120.

AMD R7 5800X3D | Thermalright Aqua Elite 360, 3x TL-B12, 2x TL-K12
Asus Crosshair VIII Dark Hero | 32GB G.Skill Trident Z @ 3733C14 1.5v
Zotac 4070 Ti Trinity OC @ 3045/1495 | WD SN8501TB, SN850X2TB
Seasonic Vertex GX-1000 | Fractal Torrent Compact, 2x TL-B14, TL-D14X

the Thermalright fc140 looks like it could work! the only concern now it the ram I chose https://www.amazon.com/CORSAIR-VENGEANCE-6000MHz-Compatible-Computer/dp/B0B15DST2L

it says its compact but its ddr5 so I'm not for sure

make sure your motherboard is the ddr5 version if you want to use it with that kit

TUF GAMING Z690-PLUS == DDR5

TUF GAMING Z690-PLUS D4 == DDR4

Failure is part of success. I may make mistakes, that's how we all learn.

I like the ThermalRight Assassin 120, it's cheap and goes up against the legendary D-15. I just put one on a 7700x but I haven't put a load on it yet.

If go with the FS myself... the Peerless Assassin is fine but the Frost Spirit beats it, the PS and the FC.

I've been using computers since around 1978, started learning programming in 1980 on Apple IIs, started learning about hardware in 1990, ran a BBS from 1990-95, built my first Windows PC around 2000, taught myself malware removal starting in 2005 (also learned on Bleeping Computer), learned web dev starting in 2017, and I think I can fill a thimble with all that knowledge. 😉 I'm not an expert, which is why I keep investigating the answers that others give to try and improve my knowledge, so feel free to double-check the advice I give.
