What is this USB 2.0+ icon mean beside my USB 2 port?

It will explain in the manual or description on the website. Probably means capable of higher output power or always powered even when shut down, so that you can use them to charge your phone or whatever while pc is turned off.

Though IMO they should have stayed with the convention used on the other ports and still had the text above those ports.

The + isn't part of the official logo, no. And yeah that's usually used by manufacturers to signal some added feature, but that can be anything so see manual.

Wow its so small I didn't even notice it, despite it being mentioned. That just makes it all the more silly.

There should be a standard for USB ports that maintain high-current output when the PC is off (which is likely what it means here) as a tiny + you can hardly see is bizarre. The board I have that supports this is orange I think to signify it. But ultimately a tiny + might as well not be there if you have to consult to manual to figure out what it is anyway.
