In my opinion, it is not. It is based on the Linux kernel, but cannot run a slew of Linux programs, nor does it have all the expected Linux commands.

ChromeOs is in my opinion, a linux distro because you can install linux packages on it and while doing some research i found out that its just linux so there is no ChromeOS it should be linux.

Resons why chrome OS is a Linux distro 

1.) it is built on linux but googleifyd

2.) you can install Linux apps

3.) Google who made it says it is so.

well that doesn't matter tho, a custom os derivate is still the same os, just with petty restrictions.

Unless I am mistaken, the only way to install Linux apps is to partition the storage and run Crostini in a container. So Crostini is the Linux distro. ChromeOS happening to have the linux kernel is basically meaningless to the end user.

It is a Linux distro. There are countless distros that don't behave like "normal" distros. For TVs, routers, phones, whatever. That's the power of Linux, you can do whatever you want with it. Is it good? For specific use cases it is. Is it as good as other Linux distros? Definitely not imo.
