My PC is not using all ram

Disable the igpu if you arent using it.

 

or do win+r -> msconfig -> boot -> advanced options -> Uncheck maximum memory.

all seems normal to me.  PC aren't like mobile devices.  Mobile devices as far as i'm aware like to keep their RAM full all the time.  PCs will only use what they need

 

Didn't notice the 'hardware reserved seciton'  are you using the iGPU?

 With all the Trolls, Try Hards, Noobs and Weirdos around here you'd think i'd find SOMEWHERE to fit in!

nothing wrong... you dont want it to be 100% used. like with a car when your driving you are not at 100% gas and you would not want to be

3.18GB Usable in System specs is strange. If other means won't help perhaps reseat the RAM stick(s) to another slot.

4.8GB are reserved for hardware devices such as iGPU. You should be able to change that amount in BIOS or disable the iGPU if you have a dGPU

What mobo?

If its a gigabyte board send a pic of the MIT status menu

he has a first gen cpu, when i was on 2nd gen pc it didn't allow to allocate more than 1gb ram to igpu so that's alot more than it should be

Not only that.  the i7 860 doesn't even HAVE an iGPU

I did a quick google search and it seems to be a common bug on 1st gen Intel. Over at TomsHardware someone got it fixed by resetting the CMOS of the Motherboard. But they dont really know why this happens - seems to be a bug

 

I would recommend updating your motherboard BIOS and resetting the CMOS

 the 3gigs "usable" ram is concerning...

Try resetting the BIOS like someone suggested.

 

 

 

I don't know if this is your graphics card doing this or the BIOS but it should be in PCI-Express 2.0 mode.  the spec sheet i listed says it's 2.0 compatible but it may be wrong also

Btw running 1st gen non overclocked is a massive performance hit so id highly suggest upgrading to a cheap h55 or p55 board (prefferably gigabyte as theyre really good at bclk and good ram topology for running 4 sticks at ~2000 ddr3)

It's detecting all 8GB

There's no iGPU on an i7 860 either so it's not dedicated to VRAM.

Heres a demonstration of what i mean

 

Cpuz detects 3gb of ram but when i open task manager only 1gb of ram is usable

 

Here i did this deliberately as the 16x ram multi is broken without using more than 1 stick, put 2 sticks in the middle channel of my x58a ud3r to make sure they dont detect properly, just doing a frequency run on my 930 on air to see how high i can clock my rams, 3100 ddr3 is not bad but the sticks can definitely go quite abit further, bout 3400 ish is problably what i can expect out of these
