lighting my apartment

So trying to get my apartment i share a ibit more tech savvey but my roomates kinda tech primitive so have to keep things user friendly. Notably he doesnt have a cell phone. But my lings and various things require app control. Now i know that bluttoop, android, hell even cell can be built and you could make a custom phone but as i dont want to front a monthly bill for a controller does any one know if the various thing like alexia and various app require a cell connection or just internet access. Like those of you with goggle home or whatever if you dont have celular can you still use your smart home?

I personally have a Google home mini, it works fine for the... two? things I control in my house. All it needs is a Wi-Fi connection to work, and the devices it controls need to have the functionality to be controlled built in. Alexa is the same way as far only needing Wi-Fi to work properly. There are many options out there for a smart home set up, I'm sure plenty of people (or even previous posts) could answer that in detail.

You can connect Alexa and others to WiFi without having the app but you’d have to google the instructions for that. However, couldn’t you just log into Amazon from your phone, set everything up, and then just use Alexa to control automations? Then you could just log back into your personal Amazon account.
