define budget , define "good time"

as with any time in the past 30 years or so youre better off buying and upgrading a used machine vs building a slower pc whos only advantage is every part being "new"

You're giving us nothing to work with.

What is your budget? Currency?

Do you have reliable access to used markets (eBay, FB Marketplace, etc)?

What will you do on the PC?

What resolution and refresh rate are you expecting to run at?

Are you expecting Ultra settings, 144Hz gaming or are you happy with Medium/High 75Hz ?

what are you changing the cpu and motherboard in and why did you purchase a case already at that cost?

nobody suggested buying a used prebuilt that has components you wouldn't want to use. The point of buying a prebuilt is to purchase components you do want to use at a lower cost.

maybe you probably should just buy everything new despite the parts being slower/lower quality. it might be easier to understand.

This should probably go in New Builds and Planning.

But to actually answer your question, consider the Ryzen 5 3600 for CPU and a GTX1650 for your GPU, or maybe a newer Ryzen 5 5600G+RX6600 if you can stretch it a bit. These CPU-GPU combos can absolutely slay it in the games you listed (I'm a big Genshin fan, that said that game only runs at max 60fps). Check out the PCPartsPicker list in my sig for the rest of the parts I use in my own PC that may come in handy for you.
