the pc will thermal throttle so no harm done to it. but a prorper water cooling loop can cost like $1000... so... it would be lower temps but it also will dump even more heat in to the room... making it even hotter... witch would reduce how mush cooler it would be...
for that $1000 you could just replace something when it die's is the point in making.
