I've attached a Screenshot, Recently got off the Gaming PC and On one of the Lenovo 14p laptops.

Been happy so far, Except for one Extremely annoying thing. Whatever they are using to decided the CPU is absolutely drunk at the wheel.

This screen show was taken while Rendering a Video, 3 screens and installing large Software and for the hell of it Did a Big WinRar compression. For some reason the System thinks its not being used and just dragging windows between screens ends up lagging horribly. Really not too impressed.

I've tried Bios, Tried Power Management, Anyone have any idea how I can Lock the CPU speeds at hella t least above 2.5ghz.

If your GPU is running at 99c then there is a good chance your CPU is throttling too. Download hwinfo and monitor your CPU temps while doing similiar work.
