Does anyone have any suggestions on how I make the cost of this build cheeper without losing much preformance?

This, if anything, is a bit faster for ~$200 less. If you want to save less, you can drop the board down to a Z690-A Pro, though just be warned that the memory support on that board isn't as good as the Z790-A Pro. 

The Z690 does not support the 13th gen CPUs inately so if the board does not come updated to the latest BIOS won't it just not work?

It would require a BIOS update, which you can just use a board that has BIOS flashback. The aforementioned Z690-A pro has BIOS flashback so it would work

What are you using it for? Gaming? Content creation? Something else? Without knowing what you'll be doing, it's hard to cut corners given that I don't know what matters to you.

 

If you're using it for gaming, there's actually a whole lot you can do: you're drastically overspending on the CPU/MB side of things, so swapping your I7 out for something with fewer cores (core i5/Ryzen?) could save you money.

Also, there are cheaper Z790/Z690 boards out there too, if you even feel like you need that chipset at all (any features on it you feel you need?).

You might also be able to choose a cheaper cooler without giving up much: coolers like a Noctua NHD15 or a Dark Rock Pro 4 are among the best you can buy and are both quite a bit cheaper than that AIO.

Do the WD red drives hold up for gaming?

They're fine. It's a CMR drive so performance is decent. It's not gonna be the fastest thing in the world, but you've got a 2TB SSD for any games that actually care. Most I'd be very surprised if you can notice a difference.
