Is it just the Nvidia adapter cables that are burning up?

It is not safe. It's literally the entire spec that has the issues so ANY 16pin cable has it.

The PSU I'm getting is the ASUS ROG Thor P2 1000 and it comes with a 16-pin PCIe cable. Is this cable safe from the bending issues that have been reported on that ugly 4 prong adapter one that comes by default with the 4090s? Should I still wait to get the 90 degree cablemod adapter for this cable?

It's generally best not to bend any cable that way.

Some terminals are inferior (double slit), instead of single slit and might be loose because of that (and/or QC)
