It's fine.

If it ever gets too hot, the GPU will throttle down the power to cool down and protect the GPU.

You'll only see less peak performance during this thermal throttling, but it won't break the GPU.

I literally stuck the fans to 20 percent to be quieter on when searching the web and forgot to turn them back to auto when gaming, i could've been gaming from 30mins to anywhere to 1 hour, but was tabbing out which would dropped the temp, how much damage have i done to the card? Never saw a performance drops, so didn't realize until i looked a monitor.

r/pcmasterrace - Please help? Did i break my 3080 ti forgot i set the fans to 20 percent before gaming for an 40mins to an hour?
