Windows stutter every few months

So sometimes no matter what im doing windows for a few seconds will just randomly stutter/glitch then return back to normal.

 

I could be just watching youtube, movies, playing a game or just idle and it will happen.

 

Iv already tried a fresh blank install from a usb stick and that helped a bit but still doing it.

Ryzen 5 5600x

RX 5700XT

32gb corsair rgb pro

msi m550 tomahawk

corsair rm750x

1tb 980 pro & 2tb 870 evo

pcie usb card

likely you need to update your bios to the most recent version with the 1.2.0.7 microcode
