Does upgrading from Cat6e to Cat7 increase the speed?

Yes, but Cat6 is all you need. I am a network technician and installer for Fiber to the Home in my area and we offer gig up/down and all you need is Cat6 to acheive those speeds. No need in upgrading to higher more expensive cables that provide zero benefit for home users. 

So I bought fiber and I bought an internet cable  Cat 6e 20m meters. I get about 97 Mbps download and 47 Mbps upload. I was wondering whether upgrading from CAT 6e cable to 7 increases the speed?

No. That already matches a gigabit link.

No it wont, and Cat7 is a proprietary connector thats not widely adopted. The next logical step up from 6 is 8 which sticks with the standard RJ45 connector.

Cat6 will do 10 gigabit at residential-length runs.

 

If your WAN speed is only reading 100 megs, you probably have a device that only supports Fast Ethernet somewhere in the chain. (Or you're plugged into a keystone that was made poorly, so there's too much crosstalk for gigabit.) Try plugging something directly into your ISP's gateway if you want to verify they're giving you a gigabit connection.

Right. Reading comprehension failed me.

 

What I meant was, if you expect more than 100 megs from your Internet service but that's all you get, something on your network is causing a bottleneck.
