How are you trying to format them? Are you trying to use them as a drive or to burn files to?

So you're clicking on the drive in Explorer and telling it to use as drive?

Did you try multiple discs?

How old is the drive, I'm wondering if the lens inside may need cleaning? Can you try this with another drive or pc?

17 years old and i tried cleaning lens and with another computer and its still not working

That would be a good idea or try it on a pc with a known working drive.

Pretty sure you need CD-RAM to use them like a drive. CD-RW can be written once then wiped to be used again, but not added to on the fly?

@whispous No, CD-RW can be used as a drive. I've used them many times.

I just tried the same thing, works with DVD (RW) , but not with CD (RW)

 

The popup dialog is completely different,  it just sees CD as a music format, although Im pretty sure you can still use a CD like a harddrive as long you don't finish the "session". Not sure , but I don't get the same dialog at all (windows 10)

 

Edit: oh it does give you a format option... can you post a picture of the dialog before the format?

I just tried it with a CD-RW and it works fine here. 

 

Maybe you have multiple rotten discs?
