I got a used Noctua NHD-14 and it arrived quite scratched on the contact plate, is is safe to use?

They look fine. You would be concerned about gouges. If you can't feel it when you run a fingernail across it, no worries. If it really bothers you, lap it. 

Hey guys I just got this used Noctua NHD-14 online and it has all this scratches and bumps on it, they look like little burn marks and one of them is a bit orange. I'm gonna put it on a 10900K (I'm not planing on doing crazy overclocks but I'll definitely overclock a bit at some point), will thermal paste fill in the gaps or will it set my house on fire when I put stress on the cpu? I'm kinda already over budget with this biuld 😕
