Hi there!

If your running with windows 10, there’s an option to limit the upload and download speed.

Head to Settings > Update & Security > Windows Update > Advanced Options and scroll down and click on Delivery Optimization and on the next screen click the Advance  Options link

Now you’re in the section that matters. You have options to limit the bandwidth used for uploads and downloads

Hope this helps!

If you have access to the router, you may be able to limit bandwidth within the router's OS. Probably varies router to router though

At what? A particular device that you have access to or network-wide?

Are you limiting the correct process? Depending on the application it might be spawning a different process from the main .exe which is what you may need to limit.

You can look at processes in Task Manager and look at their Network usage.

If you still cant get it to work you could try TMeter http://www.tmeter.ru/en/

You can go to Configuration > Filterset and you can create a rule in there for the process you want and limit bandwidth.

Limiting to 0 typically means Disabled. If this is what you've been doing, try limiting to 1 KB/s.

Yes, I am limiting the correct process.
When I put 0 upload, the process I'm using ends, I thought I didn't need to upload to run something in Chome... it's a shame for what I'm trying to do.
I'm going to try this new one, it seems difficult to do this, is there any video teaching?
I'm only need to limit download to 0, can't be so difficult on this software, right?

This is the monster!
I need to allow access to the app I'm using, but when blocking it crashes "limit upload", not just the process itself.
I really need to be able to do. If I make it, I'll be rich! I'm very close, i made progess.
Ty!

Yes, you absolutely need to upload to do anything, it has to talk to the server after all to request things and tell it when its received the data sent back.  If you harshly limit upload then download will also reduce due to no capacity to do that.
