31 degrees c (87.8 f) while watching a 4k vid, is that normal?

(max is 71c on core 5# and high on other cores because i accidentally played gta and csgo and chrome were open in the background)

That doesn't change it

When people say "80 degrees" in reference to computers they mean 80 celcius, 87 fahrenheit is absolutely fine

The CPU still isn't doing anything. That's GPU accelerated so either the dedicated card or your iGPU is rendering that, both of which do so very efficiently and don't draw a ton of power or output a ton of heat while doing that.

You got nothing to worry about until your CPU's in the 80's.

If your system isn't overclocked, heat probably isn't an issue.
Your max temps are fine.

Totally fine, my machine goes to around 95 degrees Celsius under heavy load, been meaning to fix it but never have gotten the time.
