Can you use youre graphics card from an hp desktop on another motherboard with a new psu?

All you need is a new CPU Cooler and some new fans. If the Case is too small maybe a new case but not new ram motherboard and PSU. Maybe you can even just change some Bios settings so the fans don't spin as fast. 

 

But to answer your question: yes. If you buy the right motherboard (has to be 5600G compatible) it will also fit the 1650.

Hello! 

My hp pavillion gaming desktop sounds alot even though i am not Playing the most demanding game and it anoys me and my parents so i am thinking of buying a new case,motherrboard,fans,cooler,maybe ram and psu. So im still going to use the same graphics card(nvidia gtx 1650) and cpu(amd ryzen 5 5600g). can i still use the same graphics card or do i have to by a new graphics card?

100% you can switch out components from the older PC if they are compatible with the new parts that you buy

Just get a new cpu cooler and some quieter fans? Like that is all you need.

 

If it's the gpu making noise well tough luck that won't get quiter.

A new cooler sounds easy and is the logical suggestion here. However, you're dealing with a prebuilt. The Gamers Nexus videos checking out prebuilts are worth a watch. In one, the Dell prebuilt had the cooler bolted directly to the back plate of the case, crazy. And a HP (I think), had an Intel style mounting for an AMD cooler, also crazy. Dell and HP do mad things.

OP is best to first check that the cooler in that prebuilt is easy to upgrade, otherwise in their position I'd just cut my losses and get transferred to something not so proprietary by transplanting the parts into a new case and mobo.
