I don't think the whole esd clothing would really catch on. who wants to have to ground their shirt? It seems like the straps would be far more convinient.

ESD clothing is not meant as replacement for, but as addition to ESD dissipative gear like the wrist strap and mat. We use ESD labcoats in our production facilities, but that doesn't absolve production staff of using the wrist strap or mats.

 

Fun fact: ESD safe workplaces usually also use ESD dissipative chairs, boots, floors, gloves, and many other guards, in order to minimize the risks of ESD.

You don't ground ESD clothing like you do straps. Typically you would wear an ESD smock with an ankle strap and wrist strap that plugs into the workbench you are using. Often people also deploy ionizers that put out negative and positive ions to neutralize any charge and make particles in the air fall to the surface.

ESD smocks do come with grounding buttons and should be grounded. If not, they're an isolated conductor and could potentially build up a different charge from what the grounding system is at. Also, if using a conductive enough smock and it's making enough skin contact, it can be used as the path to ground instead of a wrist strap. Makes moving around a work area less cumbersome.

As mentioned by @ProbablyNotFidel, you can use the smock as the main point for transferring static electricity by attaching the wrist strap cord to the smock itself on a dedicated snap as long as the smock makes enough skin contact. I've actually tested this at work with our tester, and it does work, although they do not allow it which honestly makes no sense, but whatever.
