EVGA CLC 280 Fan Issue

I recently purchased an i7-11700K from Micro Center and I purchased an EVGA CLC 280 secondhand from Facebook marketplace. The pump works just fine, however, I can't seem to get the fan speeds above 1200 in the Flow Control software even if I set it to 100%. He installed two noctua fans on the radiator but I know they're capable of spinning faster than that. 
 
After running Cinebench, about 2/3rds of the way through the test, it stays at a consistent 88-90C.
 
I did just upgrade my motherboard at the same time as my CPU and that's a brand new ROG Z590-E with the AI overclocking on, which puts it at 4.9 ghz stable. 
 
Am I doing something wrong here? I've scowered all over the internet with no solutions. I've checked the software for updates as well as the connections on the fans and mounting.

Go into the UEFI settings and do the fan calibration from there. It mainly caters to the lower end of the usable range of the fans, but still.

 

What are the fans and which headers are they connected to?

You sure about that? Check model.  Also I would check the mounting on CPU. Make sure the bracket is screwed down all the way. Check mounting pressure on the CPU and make sure you got enough thermal paste.

the temps seem reasonable, the bios settings might be preventing it from going higher in rpm

In my experience with AI overclocking and similar features they tend to pump the voltage way higher than is needed to ensure stability. That's probably the main reason for those temps.
