what are some fans that have clean rgb and are under 200 dollars and a case with a clean black look under 200 dollars

Well with a budget of $200 you could get Corsair LL fans and The Lian Li O11D XL and go to town; there's just such a broad range of products in that price range that it's had to narrow down and make targeted suggestions based on what you like in the aesthetics of the case. Do you like boxy? Angled designs? is USB-C front panel important? Do you have a GPU length requirement? What CPU cooler are you using?

idk what boxy is, same with angled designs, usb-c would be nice to have, the gpu I am planning to buy ois 323 mm in length,

They may block optional drive bays that are not even included. There are 2x 3,5" bays that are not blocked and 2x2,5" slots that are also not blocked. You can insert two additional 3,5" bays (optinal accessory not included) without blocking the video card. You didn't specify that you needed more than this.

This last part is referring to the optional drive bay area that the Eclipse series has for their cases. These optional cages are not even included in the box and must be purchased seperately, but PCPP gives the warning anyways.

I just wanted to ask if that only applies to hard drives and not sata ssds

You can have 2x SATA SSD behind the mobo. Not obstructed. You can also have 2 HDD not obstructed. In addition to that it should be possible to have two more HDD if you buy the expansion bays (the case can fit 4 but 2 or 3 may be blocked by a large video card. But if you disregard the optional bays you can have 2x SATA SSD and 2x HDD.
