tries to install smart switch for pc but for some reason it doesn't work

so i am trying to sell my galaxy tab S7+ and i wanna back up my data to my pc i've always used smart switch for this but for some reason this time when trying to install smart switch on the pc it doesn't want to install and is just stuck and not opening at all nothing show up other then that i have wait for an hour now and nothing still show up 
any Suggestions

Edit now it just saying it not responding and i cannot close it 

Edit 2 now it say preparing to install but it still just disappears
