B460M Will 1st PCIE x16 operate at x8 ?

Top pci-e x16 slot  receives pci-e lanes from CPU.

 

The pci-e x1 slots and the bottom pci-e x16 slot ( electrically maximum x4) receive pci-e lanes from the chipset. 

 

So you can plug the wireless adapter in either the pci-e x1 slots or in the pci-e x16 slot at the bottom and it will not affect the top pci-e x16 slot.

I'm looking to at ASUS PRIME B460M-A R2.0.
This is the board :

I've RX 570(x16) and wireless adapter(x1).

The motherboard have four expansion slots;

1st PCIE X16 - this is full x16 lane and connected TO CPU.

2 x PCIE x1 -  BUT i won't/can't be using any of these x1 slots for some reason(s).

 Bottom PCIE X16(ONLY by length) but operates at x4(even on the picture, it doesn't have full metal pins across it), and connected VIA CHIPSET - i checked the spec from Asus web.

Now, if i install the wireless adapter(x1) on the bottom x16 slot, will the first x16 slot operate at full x16 mode OR x8 mode?
 

I was told, in general, if both x16 slots were occupied(usually SLI/dual gpu), each will work at x8 speed only.
But in this case, i'm confused since the second slot is at x4 speed and via chipset.

So, can anyone explain to me ?

*I'm sorry if say wrong things or understand something wrong. It's just a question and i'm not a pro it guy, educate me pls.

Usually slots that share bandwidth are listed in the specs. So I would say that both slots should run at full bandwidth considering that the x4 slot is connected via the chipset. 

 

PCIE lane assignment comes down to the motherboard manufacturer, thus it varies across models (even within the same chipset) so the best place to look is the user manual.

Your board is too cheap to offer such function. CPU lanes only run x16 to the only slot connected to it, that's all

Exactly. Asus did shitty job advertising a lot of wrong info on this board. "vrm heatsink", "safeslot core", "support for 11th gen cpu", which i know is only for h470,

but even then, this board have all i need + the right price.

Still, do you think it is a better board than Gigabyte H510M S2(price different of mere USD10 in my country but VRM seems same, different chokes)

OR the PRIME B460M-A(this have VRM heatsink, but, it have fewer mosfets and normal chokes, hence weaker VRM- easier to heat up) and also bit more expensive.

*I won't be overclocking. using open bench and intels blowdown cooler
