Use thermal paste.
Also, check the heatpipes / heatsinks to see if they are blocked with dust.
You may need to refer to the laptop's maintenance / service manual for disassembly instructions.
I was helping my girlfriend with a dying laptop HDD...but she was also complaining that the keyboard was also gets really hot.
Removing the cover, the fans, etc are pretty clean from dust (she disassembled and clean it before) ... but I decided to dig deeper.
Oh boy, I found more hidden dust bunnies...blocking the cooling fins, from the inside.
This was an HP Omen gaming laptop.
