You REALLY should retitle your post.

 

Anyway, at 100$ overbudget, you can build something that can actually gives you more performance in the future, but also what should be usable for now. 500$ is super tight budget, and if you only have that much budget at hand you should go have a look at used market for a Skylake based system (Intel Core i5/i7 6xxxx), and get a budget GPU like 1650 Super.

Honestly, at this budget? Just get a used PS4 or XBox one and you're good for GTA 5. If you want the PC Version, then get a used gaming desktop, but I wouldn't go for anything new if you only want to play this game.
