A really high grade deck and top quality tape can come out very good, but is never going to best high-res audio and will never be found in Walkman format.

The smallest quality portable decks you'd find are the professional grade ones like the TC-D5 or TC-D6C.

There are many things to take into consideration, of course. What you mentioned is spot on, but I highly doubt OP is going to go for a full Studio quality deck, or for a TC-D6C, as those are being sold for well over 400$.

 

Even then, OP is better off with a phone (especially ones that have a DAC built in, like the LG G and V line) and flac files.
