Drive numbers are determined by how they are physically connected to the board, you cannot change it without physically moving the drives. (Technically, it depends on the order in which drives are enumerated by windows, but generally that's in turn dependant on the which connector they're on)
That said, why do you want it to be drive 0? It doesn't affect how Windows installs or operates, and won't be visible to you outside of drive management interfaces.
