Reused 3.6W CPU cooler now consumes 8.4W

I am reusing an Intel stock fan, but it now consumes 8W when it's a 4W fan, making it unsuitable in a new PC build. How do I fix this?

How are you measuring it, and what sped is it running at when you're measuring it?

Why exactly? Fan wattage is a very small concern for a PC build.

Can the CPU_FAN supply 700mA when the fan is rated for 300mA? A 12V 700mA external wall adapter got hot while running the fan.

Unless otherwise specified, fan headers will 99% of the time supply 1 amp. There can be some weirdness with proprietary motherboards with lower or higher ratings, but the "standard" is 1 amp per header.

 

Can you explain a bit more about your situation? You've mentioned it being in a new PC build, but you've also mentioned a 12v wall adapter.

The 12V wall adapter was only for testing the fan.

Ah, ok. In that case, I'm not sure there's a problem anymore. Both 0.33 and 0.66 are less than 1, which in this case is 4W fan (0.33 amps), 8W fan (0.66 amps) and fan header (1 amp).

I have another case fan that consumes 1.5A.

What motherboard do you have? I don't know of any motherboards that have only one fan header

I see the Rampage Extreme, Rampage Formula, P5E3 Premium, etc.

 

Also, again, are you having problems with running your fans?

I'm using Rampage. The fans occasionally hum and don't spin due to their current draw.

Your issue is not the fan that uses 0.33A, its the fan that you say is using 1.5A. Thats too much for mobo headers, but you could still run that fan directly from PSU. The motherboard is too old to have those high Amp headers. They came along when AIOs became more popular.
