Teamspeak Server Music Shoutbox

Hey guys, been a while. Today I am trying to set up a teamspeak server and I have music coming through on another computer using a virtual audio cable. 

 

What I need help with is with VLC or WINAMP you can stream from a URL, is there any download or 3rd party plugin that lets me say a command in chat with the download to stream it automatically?
