If you want better fps get optifine. You may also have vysnc on, which is capping it. As for fortnite, you either have vsync on or are cpu bottlenecked. Having your gpu not pegged at 99% is usually a good thing, because instead of your fps fluctuating up and down, your gpu usage is fluctuating up and down, which provides more stable frametimes.
