So basically I want to use 2 of the 12v 4.5 amp 11.5k rpm fans in a full size tower. 

I have absolutely no problem with the sound.

All I want to ask is that, what do I need to know? what power supply to use? how should I build it?

Any PSU will do. You just need to power them directly from PSU as mobos don't have that kind of amperage for headers.
