Do you want them to be able to see the same settings on the router? In that case it might be possible depending on the model you just setup two subnets and some firewall rules.

The problem you're going to run into with this is with the exception of a Guest Network most consumer routers only support a single DHCP network.

 

You can use subnets to divide up blocks of IPs and shrink Broadcast domains which limits user access but without a router that has above average functionality these networks won't behave how you probably want then to.

 

The cheap solution would be use more than one router but that comes with various drawbacks. The often expensive option is to find a router that supports multiple networks but these are often reserved for commercial/enterprise users.

 

You could also build your own router.

Why would you want there to be 2 administrators for the router and still maintain privacy on each network? That’s like building a big wall between you and your neighbour, yet each has keys to enter the other’s property.

 

What is the application for this setup, exactly? Are you trying to share an internet connection between 2 different households?

 

You can go as complex as you want with this kind of setup, but keep in mind that cost for equipment will increase since regular consumer-grade hardware isn’t going to provide these features.

 

My approach to this would be simple: get a Ubiquiti Edgerouter-X and run the wizard to use 1 WAN + 2 LAN. Each LAN will be assigned its own DHCP server with its own IP ranges. Each household just has to wire in to the relevant eth port assigned to their respective LAN. You can also configure each LAN to not be able to communicate with each other for inter-network privacy.

 

As for user access you can create users in the ‘administrator’ (change all the settings) or the ‘operator’ (only view the settings) role. If you trust the other household, you can create a separate user with administrator roles.
