Electronics Recycling: Can I Get Working Retro Hardware From One?

I've been thinking of alternatives to buying retro hardware on eBay since many times it's overpriced and coming from some Chinese seller with an 80% rating and won't arrive within the next three or so months. Basically, I don't want to overpay for some product that I can't play around with for 3 months, only to find out the I2 Quad I ordered is some I2 Duo with the BIOS reflashed to report something different.

I came up with the idea of approaching electronics recycling centers and asking to take some stuff off their hands / buy them for a reasonable price. I'm wondering if this is a possibility or whether it's even practical to do so as many components are dead by the time they arrive. If it works, it helps save some e-waste and allows me to enjoy some old hardware.

Thoughts? Suggestions on where else to look?

recycling, some states have dumb laws around it but usually you can buy from them, if your willing to sort it yourself.

By I2 Duo and I2 Quad do you mean Intel Core 2 Duo and Core 2 Quad? These could be available from just individuals too. Also, what is available in recycling centers depends on how they operate and how much reselling they do. If they aren't doing any reselling, then keeping stuff isn't in their interests overall. If they do reselling, you can get anything from bins upon bins of stuff like in FreeGeek, to some build desktops like you would in my local center.
