Microsoft Management Console Problem

When I try to run mmc.exe or any msc file I just get an error

I am trying to troubleshoot 2 BSODs so I would like help

is your profile set as a Administrator? Or know the Administrator password?

Could be a virus. I'd reinstall windows. You should not have locked yourself out of MMC. You can set it in the group policies but I doubt you can access that one as well. Reinstalling the OS is the safest way to do it.

I managed to get up gpedit, now how can I make it so I don't get that "This app has been blocked for your protection" with mmc.exe

What would worry me is the fact that you have been partially locked out without consent. If you didn't do it, I would assume not, some other program, probably of a malicious nature is working in the background or at least was at some point. My suggestion, run well known malware and AV scanners. If you are cut for time, backup, format the drive and reinstall the OS. Fixing it now is great but it could all reset on the next reboot. Also I have seen ransomware attacks that started like that. First you get locked out step by step until they have what they need to lock your system (also after the data was copied over).
