Do some gpu fans just stop spinning sometimes?

Hello!!!

I just built my first PC and got a Asus RTX 3060ti DUAL. I didn't install Windows yet but while checking the bios i noticed that the gpu fans are not running most of time, and sometimes they just run for a bit then stop again. Is that normal??

(I'm wondering it's because the gpu is not hot enough?)

Its a method of saving the fans as that is the most common RMA/Failure on a GPU is the fans dying. They have a Zero RPM mode so when temps are under a certain threshold, usually 60c the fans will be off and will only start spinning once it crosses that threshold. If you do not like this feature, you can download and install MSI Afterburner or EVGA Precision X1 and set a custom fan curve.
