Swapped out MOBO and CPU from an I5-9400F to Ryzen 5 3600 now I have low frames

So I just recently swapped my cpu out as the title says and in a particular game I play called Black Desert Online I was getting around 144 fps average with an i5-9400f now that I've swapped to the Ryzen 5 3600 my fps has dipped by over 40 to about 90 fps constant and I can't seem to get any higher than that no matter what settings I play on, from lowest to highest I'm on the same fps. I've tried a lot of things to attempt to fix this and I'm at a loss, any tips would be helpful thanks :)

Did you re-install windows from scratch from a USB when you did a motherboard swap?

 

You probably should

swapping motherboard means different audio, usb and many other devices drivers.

so it can cause issues sometimes if you swap motherboard without reinstalling windows

 

but let's see if other people have any other ideas

I should probably mention that my frames and performance in other games are better than before, it just seems to be this game in particular and I am not able to figure out why. If it comes down to it I will end up just reinstalling windows but that's my last resort atm.
