There are a couple things which I would change (RAM speed, different cooler, case, and mobo) but sadly this list is the best I can conjure up with the available stock in my area.

Would I run into compatibility issues with this? Especially with the NHD15, which I plan to raise the fans a bit to make the RAM fit. Would it also interfere with the PCIE slot?

Looks good to me, you will not have compatibly issues.

 

Although you may need to flash your Bios in order to use a Zen3 CPU. Luckily this has USB Bios Flash (Q-Flash), so it can be done without a previous gen CPU installed.

This seems good, although do NOT pay 1500 dollars for the 3080. Keep trying, you'll eventually find it in stock. I got my 3070 a week or two ago.
