If I had to guess, I'd say it's to do with the USB Power Delivery and reading the chip in the charger (to determine correct voltage/amps to charge the laptop, charger serial number etc). If the charger hasn't been used for a while, it's capacitors are empty - there is no power in it and it takes a little time to charge them.

Sounds normal. As long as it charges the device I wouldn't worry about it.

I haven’t experienced this, however I have had my 2020 MBP kill it’s ability to charge (requiring a logic board replacement). The power brick can charge low power devices like an iPhone or iPad at 18W, but supplying the full 61W is not possible. 
 

An explanation could be that your power brick is going bad. It might be having difficulty building up the required power and it’s possible it might fail soon. I’d look into getting it replaced by Apple.

Get the Mac replaced or the brick it hasn’t changed since I got it a month ago

the brick, unless the behavior carries over no matter what charger is used.

From what I have read on the Mac Facebook group Im part of, it seems with Big Sur the OS will make a decision if its going to charge or not charge based on your usage. So for example if you leave it plugged in a lot, it might not immediately start charging. Ive seen my MacBook do that. Where its down 20% but not charging. Its Apple's way of protecting the battery I guess. 

I just want to sit back and watch the world burn.

Oh no I have Catalina on it cause I thought it was just big sur but it does it on Catalina

Update, it no longer charges and im taking it to apple when i can

Try resetting the SMC. Shut down (not sleep) and then hold the power button down for like 15 seconds. Push it again normally to start it up and see if it charges.
