Change .smc file cluster size

Got my floppy drive to work and wanted to put my NES and SNES game ROMS on them.

Unfortunately, most of my ROMS are 2.049 megabytes, too big for a 1.44MB floppy disk.

Some are 1.023MB,, and 1 is 513K, so they must have a 512K cluster size. Does anyone know how to change/reduce this?
