That's because fortnite is a game, and is putting the PC under load so it has to spin the fans faster. What is the CPU and GPU temp? It's possible something is wrong though. What are the PC specs too.

gpu temp is 69c

I think your whole system runs to the max. You can lower field of view, anti aliasing and shadows to have a better experience, but I guess fans will still be loud. If course you can change the CPU cooler if it is the Intel fan, but the sound does not indicate a problem

If it sounds like a jet engine and hasn't been cleaned within the last six months and/or hasn't had its thermal paste replaced in the last couple of years, I'd open it up and do those things regardless of temperature.

I enjoy buying junk and sinking more money than it's worth into it to make it less junk.

Anything over 85°C for a GPU or 95°C for a CPU assuming stock cooling, but really those are the temps that are very high and obviously something is up. If both parts have good coolers, anything over 70°C would make be double check cooler mounting, paste and dust.
