anyone have the same issue? my computer is always quiet until i went onto fortnight and played at ultra settings, and through my headphones what i heard was what sounded like a jet engine roaring

That's because fortnite is a game, and is putting the PC under load so it has to spin the fans faster. What is the CPU and GPU temp? It's possible something is wrong though. What are the PC specs too.

I use RivaTuner to limit my FPS to what I need, it seems to keep my noise down very well in games that tend to produce way more FPS than needed and don’t have an internal limiter.

gpu temp is 69c

Nice. That's normal, the PC is doing what it's meant to do it seems.

I think your whole system runs to the max. You can lower field of view, anti aliasing and shadows to have a better experience, but I guess fans will still be loud. If course you can change the CPU cooler if it is the Intel fan, but the sound does not indicate a problem

My system is silent and usually very quiet when playing CS GO, Forza and Project Cars. As soon as I load up Cyberpunk 2077 the GPU fans are very loud ( RX580 )

At what temperature do you think I should be like "hey I should probably open up my PC/Laptop and see if there is dust blocking the cooling"

If it sounds like a jet engine and hasn't been cleaned within the last six months and/or hasn't had its thermal paste replaced in the last couple of years, I'd open it up and do those things regardless of temperature.

Anything over 85°C for a GPU or 95°C for a CPU assuming stock cooling, but really those are the temps that are very high and obviously something is up. If both parts have good coolers, anything over 70°C would make be double check cooler mounting, paste and dust.
