Planning to build an mini-ITX build

As of now here are the things I want to include in my build:

MoBo: Asrock z77e

CPU: core i5 3550k

Ram: 16gb corsair vengeance

GPU: 660ti MSI or Asus

Cooling: swiftech h220

PSU: Seasonic 80+ platinum 600watts

Boot drive: Samsung 840

Storage: 2.5 inch 1tb black drive

Casing: prodigy

Theme: red and black

Here are some of my questions:

Is it worth it to wait for HASWELL, GTX 700 series and DDR4 integration?

Any improvement in terms of spec?

Is there an 80+ platinum powersupply that is below 600 watts?

Seasonic has power supplies under 600watt. 
If you an wait wait but as for performance you would for sure. DDR4 isnt much better then ddr3 its just faster thats it perforamance would only be good for apu users

Oh I am from the Philippines and the PC will mainly be used as a gaming PC, media PC, photoshop and maybe after effects (I'm still trying to learn) my budget is between 40,000 to 60,000 php. That's about 1000 to 1500 USD.
