Do virtual machines still user allocated ressources (Vcore, ram, SSD bandwith etc.) reserved to them if they are powered off or paused?

If i assign X cores and XX Gb of ram and SSD bandwith but am not using the virutal machines (either powered off or paused) do i have 100% of my ressources available for my host (windows 10) like if i had no VM or once assigned, ressources are "reserved" (and so no aviable for use) to VM no matetr what?

The resources are not reserved when the VM is powered off, but I'm not sure about standby.

No server. I Will just do it for browsing internet on Linux, add testing stuffs on a another virutliazed windows. No VM would need to be powered on permanentely.

Host will be Windows 10.
