I checked the Recommended PSU Wattage for the card, and it says its 450W.

Will be okay, but change that psu as soon as you can, wattage wise it's fine but it's old and afaik was not amazing even when it came out.

but it is not future-proof - RTX is 750w +

lol. 3070 requires 650 according to nvidia, and even 3080 can run perfectly with high quality 650 unit.

wasnt the issue mainly units with multiple 12v rails not being able to supply enough power over the rail for pci power?

nope, its actually singlerail PSUs that had most of the issues.

its related to how sensetive the PSU is to transient spikes. which is decided on a PSU to PSU basis.

also there are 550 multirail PSUs that run the 3080 just fine.
