Best RAM for my build

Hello! I need to upgrade my RAM. I currently have 2x8GB Gskill Aegis 3000mhz, and I would like to upgrade to 32gb. I have a 3900x and an x570 motherboard with 4 dimm slots. 

 

I basically just want the fastest but also cheapest set of 2x16gb ram. I dont want another 2x8 because I might switch to a sff pc and I will want to keep the ram. I don't understand how CAS / overall speed works with ryzen, so any help would be appreciated.

they use a bunch of dffrent dies, some use micron-e some samgsung c, some samgsund b. I would get a kit like this:

150 is a lot of money I was hoping I could do more like 100 or as close to that as possible. How much performance is lost by using say, 3000 mhz cl18 ram vs 3600 cl16 ram?

I game and run a minecraft server.

 

16GB is no longer enough for me to keep the server running while playing games myself.

then it should be good at lower (I wouldnt go lower then 3200cl16)

I'm not going for performance, I'm going for size. I need 32GB not 16.
