Low GPU usage and FPS with overclock settings in Overwatch.

I get low GPU usage and low FPS (around 150-200 and sometimes below 100) at the lowest settings if I overclock my GPU. If I reset my overclock then I get 400 capped at the same settings. This isn't the case for any other game. My GPU usage sits around 40-60% when in game. My CPU usage is around 40% with background apps open. I'm running the game at 1080p. This is very annoying because I can't use the OC settings for any other game because of Overwatch. Please help.
 
My specs:
i7 9700k @4.4GHz
16gb dual channel 3200MHz memory
RTX 2070 Super
MSI Z390 MPG Gaming Plus motherboard
The game is installed on my Corsair Force MP510 240gb SSD

For one, you could use OC settings if you use proper software for them. As you can save them to profiles, you can activate them by hotkey or from task bar icon.

 

As for OW issue, the settings might be the reason for issues. Have you tried changing them to bit higher (minus shadows, reflections and lighting)? I assume you have 240Hz monitor since there's no other reason for demanding over 250fps in any games.

Oh I see now. Well then that isn't an issue at all, just don't use your OC then. 

 

You can still use it for other games as said, what software do you use to OC?

Well I get that 150-200 isn't low but it is when you're playing Overwatch at the lowest settings. There's no specific part of the map where the FPS dips that low it's random. I used MSI Afterburner to OC. And I use the Asus VG279QM monitor.
