So I am planning to upgrade my pc to the new Ryzen 9 5950X, but while looking at a 32 gb kit of ram(2*16gb), I noticed something called True latency. The kits i am looking at are all the same speed(3600), so i was wondering why one kit has a lower true latency than another kit.

As far as I know true latency = CAS latency

CAS latency (represented as CLx, x being a number), represents how fast data is available from your RAM after it's requested. It's different than frequency, but both have effects on the perceived/calculated "speed" of your RAM.

Lower/"tighter" CAS latency is desirable.

Basically yes-- I'd guess the "true latency" is frequency per CAS, which is a pretty good measurement of the actual memory latency:

Thanks for the response. One of the kits is CL 17, the other one is at CL 18. Don't know if i would really notice a difference between those 2. Here are the 2 kits I am looking at

there is about a 10 euro difference where i am from between these 2, the G. skill one is the more expesive one

If I remember right, Ryzen rounds CAS latencies to the next even number, so there shouldn't be much difference.
