Specs of the system? Why the need for a smaller case?

The smallest full size atx case I am aware of is the Riotoro CR1080. Doesn't get much smaller for full atx boards.

Ziptie, twist ties or just tucking them under heatsink, brackets or pieces of the motherboard typically are my methods of managing CPU cooler and Pump wires.

I got the other cables managed except for those two at the cpu cooler, i understand what you said previously but where can i put them where they won;t get hot or melt the plastic connectors? Thats what I'm afraid of, can you circle the areas in photo where there is ok places to put cables that will hide them out of view, would be greatly appreciated this is my first PC build I did myself.

The heatsinks themselves shouldnt ever get hot enough where you'd be in danger of having them burn or melt. VRM heatsinks tend to be my Go-To if they reach or the heatsinks allow for it, as they typically dont get very hot unless you're seriously overclocking.

Also, rotate the fans so that the cable coming out from the fan is exiting towards the motherboard, not up towards the top of the case. That should help as well

do i rotate just the outside fan of cpu cooler or the one in between the cooler and do I rotate clockwise or counterclockwise? Thanks for help again.

Its just for a cleaner build. Depending on where your cables they can obstruct the air flow slightly.

The exhaust fan you have above heatsink fan could be sucking out cool air before it reaches the heatsink.

CPU: AMD Ryzen 9 3950X   Motherboard: MSI X570 Gaming Edge Wifi   Case: Deepcool Maxtrexx 70   GPU: RTX 3090   RAM: Corsair Vengeance LPX 3x16GB 3200 MHz   PSU: Super Flower 850W

Yea because I've noticed my cpu will reach 60 degrees Celsius sometimes when just idling and my chipset has gotten as high as 48 degrees Celsius after an hour of gaming, I do iRacing and have it limited to 30fps

How will that affect airflow?

Rotating the fans to have the cables exiting towards the motherboard has no impact on airflow. I would do both fans for the best cable management.

Working on that now, what cpu cooler would you recommend that would have better clearance for my ram and not be so big, not doing any overlooking the processor I have is amd ryzen 7 3800x 105wtdp

If you're not doing and never plan on doing any overclocking, any sort of cooler along the lines of a Hyper 212 black would be just fine. be quiet! for sameple has the dark rock slim, arctic has the freezer 34 esports one, etc.
