He doesn't need those for FORZA games... they run on 1050Ti/7970 performance base at 60FPS Medium/High mixes of settings.
His Single RAM stick is the issue.

This game runs GPU's to 100% with just 4 threads and Dualchannel Ram. His Ram is the HUGE letdown here...

I get stutters even after going upto 35fps. My GPU can do 60 easily at medium settings.
My specs:
CPU: i3 6100
RAM: 1 x 8gb ddr4 @ 2133 mhz
GPU: gtx 1050 ti
Motherboard: Asus H110m - cs
Go Dualchannel Ram, its CHEAP, easy to install, nothing else changes.. and its ABSOLUTELY killing your performance right now only having a Single Channel Stick of Ram as your Memory platform (Gaming)

When is the Massive CPU load?, I run this on 4thread PC's with full GPU usages at 60FPS locked.
Maybe if you chase 90FPS+ your CPU demands go up greatly, but not for lesser circumstances.
