The answer to both is

Spoiler

It depends on your game, resolution and settings, but it'll be just fine for most cases

Bottleneck will occur regardless, but doesn't mean it's a bad thing, it just means it's running as fast as it can

-sigh- feeling like I'm being too negative lately

Even if it does, you should be thinking about pairing a zen 3 processor with a 3070, as both aren't available yet (and should hopefully be available at the same time).

On 1080p there is a slight disadvantage compared to the highest-end CPUs. We're talking 5% to maybe 10% less fps at most compared to a 10900K. As soon as we're talking about 1440p or higher, there should not be any noticeable difference between a 3600 and even a 10900K in most games and the 3070 will work at it's full potential. Of course there can be some exceptions in a few games, but nothing groundbreaking.

There will be a bottleneck in ANY system. The important thing is, that there are no severe bottlenecks, like for example pairing a 3090 with a Core i5-2600K.

TLDR: 3070 will run just fine with a 3600.

If someone did not use reason to reach their conclusion in the first place, you cannot use reason to convince them otherwise.
